Why does Cornwall Council want to build an extra 31,000 houses to what is needed?


If the housing target for Cornwall is upped to 58,000 that will mean instead of the (maximum) of 27,000 houses that would meet the demand for housing (largely from people moving to Cornwall), an extra 31,000 houses will be built – why?
