Whats the situation in Cornwall?

Well using Council Tax base data [DCLG], and household projections [DCLG], it is possible to compare the two.
[It should be noted that household projections for Cornwall invariably over-estimate the numbers]

And this is what we get!

Year CT HH Extra housing
2005 235500 223400 12100
2006 238700 224900 13800
2007 241800 226500 15300
2008 244900 227900 17000
2009 248500 228400 20100
2010 250700 229600 21100
2011 252500 231100 21400
2012 256400 233100 23300
2013 258400 235000 23400
2014 261100 236900 24200
2015 263500 239000 24500
2016 266300 241300 25000

Not only are there more more houses than households for each year but the excess housing numbers are increasing!
