An extra £15 million but for who?

Inox said that research it commissioned showed that the initial development of 494 homes will result in an additional 60 jobs being created and boost the local economy by £15m a year. The company said the wider scheme could generate up to £81m a year by 2036 and create 1,550 permanent jobs. Inox said Cornwall Council will also see a boost of up to £74m thanks to the major development.

What does this mean? Does it refer to the spend on construction? Does it refer to the output of people working in the new houses? Or is it a result of the new spend from the new residents?

Is it extra money to be divided up between the residents of Truro or Cornwall? Or is it simply an amount divided amongst the new residents?

Clarification please!
