Second homes. The transfer of housing into the second home sector is a major problem for Cornwall. The planning system has to be reformed so that the priority is for houses to be lived in on a permanent basis. Planning permission should therefore have to be sought to transfer housing from the permanent to the non-residential sector. WIth existing second homes policies are required so that houses revert back to full-time use.
Similar policies are also needed for holiday lets. Overall, the gradual transfer of these properties into the residential sector should make a considerable contribution to meeting future housing need without building so many new dwellings!
