Monitoring the wrong figures?

The Annual Monitoring Report measures the number of house completions against the housing target.  Sounds fine, leaving aside questions about the validity of the target.   But if the house completions figure ignores other sources of new housing as previous blogs have indicated, we have a situation where the actual number of new dwellings available each year is far in excess of the target!

It would seem appropriate that the housing target should be measured against the total supply of  new housing not just new build!
