Paradox or not?

In 2000 as part of the review work for the Structure Plan various reports were produced.  The one on Employment and the Economy stated:

It is a paradox that Cornwall has the highest level of growth through net in migration of any of the South West counties apart from Dorset, that incomers tend to be better off than the indigenous population and yet that Cornwall remains such a poor area.

Is it a paradox or is it that an increasing population and labour force requires constant effort to create jobs and a continous supply of labour acts to damp down earnings?
